March is the month for Two Sessions. On March 3, 2019, the second session of the 13th CPPCC National Committee opened in Beijing. On March 5, the second session of the 13th National People's Congress was also held in Beijing. The year of 2019 is the seventieth year of the founding of New China, and also the key year to win the victory of building a well-off society in an all-round way. The two sessions have attracted close attention from all sides. School of Business Administration will keep up with the trend and collect the opinions in the two sessions. From now on, School of Business Administration will invite academics to join us and we will together focus on people's livelihood and the Two Sessions.
Highlight the Government Work Report from Tourism Perspective

Key word one: mass tourism + quality tourism
“Enable people to feel more satisfied, happy, and secure” (from 2019 Government Work Report)
Interpretation: The development of tourism in the new era should be based on satisfying people's longing for a better life. The need for leisure and tourism is not luxurious but become a common need or even necessities for people. Tourism can sustain vitality only when it becomes party of people’s daily life and when the era of massive tourism occurred. When tourism become popularized and socialized, it will create new and higher demands for management. Government and practitioners should work together to improve the quality of services and continue to promote the toilet revolution, optimize industrial supply, develop high-quality tourism and fostered development of substance in tourism.
Key words 2: Eco-tourism + pro-environment behavior
“The main projected targets for economic and social development this year are set as follows:…A further improvement in the environment; A drop of around 3 percent in energy consumption per unit of GDP; Continued reductions in the discharge of major pollutants” (from 2019 Government Work Report)
Interpretation: Ecology and low carbon are also the goals of tourism and the advantages of tourism as a "smokeless industry". In the tourism industry, we should encourage eco-tourism and pro-environment behavior.

“We will continue to pursue supply-side structural reform as our main task”,“use multiple avenues to increase the supply of quality products and services, and act faster to resolve problems and difficulties blocking the entry of private investment.” (from 2019 Government Work Report)
Interpretation: The supply-side structural reform is the right policy concerning the imbalance between supply and demand in tourism industry. Therefore, we need to continue to develop integrated tourism. In some areas, tourism can be the leading of other plans. It can attract private actors, for example, private capital, to provide high-quality and diversified tourism services.
Key words 4: Integration of Culture and Tourism
“The protection and use of cultural relics and the preservation of intangible cultural heritage will be strengthened. We will promote the reform and development of cultural programs and industries and build stronger public cultural service capacity at the community level.” (from 2019 Government Work Report)
Interpretation: The Ministry of Culture and Tourism has been established less than a year and its main task is to integrate culture and tourism effectively. We should realize the value of culture and spread it in tourism and improve the quality of tourism service. We should develop more cultural and connotative tourism products for the people, in order to realize the integration of culture and tourism, and enhance the soft power of the country.

Li Minglong, Doctor, associate professor of School of Business Administration of ZUEL, master supervisor. He teaches classes in hotel management for undergraduate students and service economy and management innovation for postgraduate students. His research is mainly in hotel management, service marketing, reception skills and its application. He has published several articles in journals like Tourism Management、International Journal of Hospitality Management. He is the anonymous reviewer for journals like International Journal of Contemporary Hospitality Management、Journal of Travel & Tourism Marketing.
