深圳市BCL外商投资服务有限公司(以下简称为BCL公司)的经营范围随着核心业务的开展而迅速扩大。从最初的报关业务开始,企业敏锐地意识到客户的多种外贸服务需求——外包正在成为一种趋势,大多数企业希望专注于产品生产。在报关业务的基础上,BCL公司开展了“三来一补”业务和外商投资咨询服务。作为有进出口资格的企业和政府授权的“三来一补”商务单位,BCL公司代理工厂的选址、注册、营业执照办理、消防环保手续的办理、进出口业务、结汇以及日常的行政管理等。

2002年以来,随着中国外贸体制的改革和报关服务竞争的加剧,公司的主营业务遭到了重创,公司及时调整了经营思路和方向,将业务范围扩大到了物业管理上,同时企业也敏锐地发现随着国家政策的转向,“三来一补”企业在未来的生存空间有缩小的趋势,而随着中国投资环境的改善和宏观经济的发展,外商投资企业会逐步增加,这将为公司的业务发展提供较好的平台。鉴于外商投资企业对中国的行业发展、法律环境、行政事务和社会文化等方面的陌生,BCL公司为外商投资企业提供一系列的咨询服务,对于投资行业、厂址选择、法律和行政事务提供咨询。同时这些外商投资企业也是BCL公司外贸、报关、物流的客户来源。通过延伸服务链条,既增加了企业的业务范围,开创了新的增长点,又保证了下游的业务的可持续发展。通过不断的寻找市场、发现市场,企业不仅走出了困境,而且扩展了业务,创造了新的增长点。

但是BCL公司也面临着很多的现实问题,比如:公司的核心竞争力究竟是什么?公司今后的战略重点应该在哪里?如何更好地开展公司各项业务并整合公司目前已有的各项业务?核心员工如何能够保留住?

ABSTRACT

BCL foreign investment Services Co.,LTD(named BCL in short followed) broadens its business scope according its core activities in Shenzhen Special Economic Zone.  Since it began to be engaged in the initial customs declaration service, it keenly awarded that the demand of foreign trade service has been more and more variousoutsourcing was becoming a trend so that most enterprise customers wanted to focus on the production.  On the basis of the customs declaration service, BCL launched the business involving “Processing and Assembly with Supplied Materials and Parts or Compensation Trade” and foreign investment advisory services.  As an enterprise with import and export qualification, and a business organization involving “Processing and Assembly with Supplied Materials and Parts or Compensation Trade” authorized by the government, BCL acts for factory location, registration, business license processing, fire safety and environmental protection procedure, import and export service, trade settlement as well as routine administration.

With the reform of foreign trade system since 2002, as competition intensifies in customs declaration service in China, the companys main business has been faced severe attack, so it promptly adjusted the management ideas and the direction of activities expanded to estate management.  Meanwhilethe company also sharply realized the shift of national policy, which  was squeezing the survival space of Processing and Assembly with Supplied Materials and Parts or Compensation Trade in the future.  Fortunately, the company obtained a better platform for further development because of the improvement of investment environment and the development of macro-economics.  BCL supplies a range of advisory services such as site selection, legal and administrative advice for the foreign-invested enterprises, which are unfamiliar to the development of the industry, the legal environment, the administrative affairs and social and cultural aspects in China.  At the same time, these foreign-invested enterprises are also turn to the customs sources of foreign trade service and Logistics service.  In a word, the extended chain of services not only increases the scope of business and created a new growth point, but also ensures the sustainable development of the downstream businesses.  By constantly searching for the new market, the company was out of the predicament and expands the business, making more achievement.

However, BCL has to face up to many practical problems.  For example, what is the companys core competitiveness?  What’s the companys strategic focus?  How to carry out and integrate the various business better in current scope of company?  How to urge the core staff not to leave and maintain loyalty?
